·        l'accompagnement et l'encadrement des personnels de l'ONAS dans la satisfaction de leurs responsabilités de maîtrise d'œuvre des projets financés au titre des 9^ème et 10^ème FED, à tous les stades du cycle de projet, et en particulier en ce qui concerne le lancement des consultations nécessaires à la concrétisation du programme "d'appui institutionnel".

·        Evaluation of the effectiveness of the organisations in carrying out their responsibilities and their influence on the STWSSP achieving its objectives;

·        Assessment of impact of sanitation, hygiene and health promotion undertaken by the programme on the lives of the members of the communities

·        the preparation of the National Water Sector Programme Document providing a sector-wide state-by-state investment framework to prioritize and budget sector activities particularly at state and LGA levels, over 3-year implementation periods (Medium Term Sector Strategies - MTSSs) and align activities and budgets to strategies in order to harmonize interventions (Medium Term Expenditure Frameworks - MTEFs)

Objectifs du projet :

·        Contribuer à la restauration du secteur de l’eau potable par la réalisation des actions financées dans le cadre de la coopération Côte d’Ivoire Union européenne

·        Assister à la préparation et le suivi des appels d’offres relatifs aux actions dans les secteurs de l’hydraulique financées par l’Union européenne et d’apporter un appui à la DHH pour le suivi des travaux sur le terrain.

·        apporter assistance à la DHH dans la conception et le suivi des actions 

·        exploiter les études réalisées et participer à leur mise à jour ; planifier et préparer les dossiers d’appels d’offres et les marchés relatifs aux travaux, fournitures et services

·        Participate as independent evaluator in the Pre-qualification Procedure

Mission objectives :

·        Review and summarize findings from existing studies on performance, cost and revenue analysis of the different water and wastewater establishments.

·        Provide the Syrian Government with a document that presents alternative options for a gradual improvement of cost recovery, including an assessment of strengths and weaknesses of the different options and to what extent they comply with the donor requirements. This is to allow the Syrian Government to take a decision on a modification of the present tariff system.

·        Identify major elements of a medium term study looking at regional experiences for efficient and cost covering service provision in the water and wastewater sector (institutional reforms, regulatory framework, tariff structures)

·        introduce the use of Geographic Information Systems (GIS), into the Ministry of Energy and Water (MEW) and each of the Water Etablissement, for the management and analysis of all spatial data related to the water sector in Lebanon;

·        Train key technical staff in the MEW and the Water Etablissement in the use of ArcGIS software (ArcView v9 and ArcInfo v9)
